There is no absolutely safe country. I live in Hungary and I can say the same about Hungary that you said about Kyrgyzstan for example not safe, people rude and so on.

“opens its door and its heart to guests” – same like McDonald’s opens its door and its heart to guests and any taxi driver who wants your many – Kyrgyz people are very material.

Totally agree! I’ve spent 3 weeks offroad cycling in Kyrgizstan last year which was absolutely amazing experience! I’ve met only friendly and helpfull people and need to say that it was the best place I have visited so far.
Unfortunately I do agree with the language aspect. I’ve been stopped couple of times and asked ” Oh, American? Hotel,Restaurant?” and after saying ” Nope, Polish :D” I have been invited to people houses for a dinner and tea or vodka.
I believe the way they think is Eastern European- She’s broke, English speakers -Money.
At same time I could see why is it. We’ve met lots of tourist that were overpaying for all sorts of services. We’ve met group of guys who paid a fortune for a accomodation in yurts, horse riding etc while you can do it for free or a very little money or a simple gift.
Saying that I would recommend avoiding Issyk Kul area – really touristic, expensive and overrated.

I have to agree. Kyrgyzstan is not tourist friendly and not safe – a girl from our guesthouse was physical attacked by staff of the shopping mall, because she charged her mobile phone.
