Six million zero fare tickets. Is Air Asia desperate to fill planes with passengers?

The most famous lowcost airline in Asia has launched a giant promotion, offering 6 million “Free Seats”. Keep in mind that you still have to pay your flight taxes and fees, but those aren’t very expensive. Is it a good way to fill the aircrafts?
